FATF

Unit-I

Areas of responsibilities:

  • All matters relating to RRG
  • Policy issues of IGRG
  • Recommendations: R4 to R25, R29 and SR IV and SR VIII including implementation of India' s Action Plan
  • Matters relating to FATF' s Working Group 1 Evaluations and implementations (WGEI)
  • Resources and Statistics regarding implementation and Effectiveness of above mentioned Recommendations.

Unit-II

Areas of responsibilities:

  • Recommendations R31, R35 to R40, SR-1 to SR III SRV, SR VIII including implementation of India' s Action Plan.
  • Unlawful Activities Prevention Act, 1967
  • All matters relating to Combating Financing of Terrorism.
  • All matters relating to EAG
  • Matters relating to finalisation, follow-up and implementation issues relating to NPO Sector Assessment Committee.
  • Matters relating to FATF' s Working Group on Typology (WGTY) and Working group on Terrorist Financing and Money Laundering (WGTM).
  • On site visits of FATF team.
  • Resources and Statistics regarding implementation and Effectiveness of above mentioned Recommendations.
  • Technical aspects of TF related to RRG and ICRG
  • Primary review of any country as allotted.
  • Coordinating with law enforcement agencies handling TF matters.
  • Spreading awareness about FT risks.

Unit-III

Areas of responsibilities:

  • All aspects of Recommendation R1, R3, R26 to R28, R30 to R34 and SR IX including implementation India's Action Plan.
  • Prevention of Money Laundering Act 2005, PML Rules and NDPS Act.
  • Legal and implementation Matters relating to ICGR's Asia Pacific Regional Review Group (RRG) and APG matters.
  • Implementation issues relating to National AML/CFT Risk Assessment Committee.
  • Implementation issues relating to designated non financial Business and Professional (DNFBP) Risk Assessment Committee and Casino sector Risk Assessment Committee.
  • Resources and Statistics regarding implementation and Effectiveness of above mention Recommendations.
  • Coordination with law enforcement agencies on ML issues
  • Technical aspects of ML relating to ICRG and RRG
  • Primary review of any country as allotted spreading awareness ML Risks

Unit-IV

Areas of responsibilities:

  • FATF Plenary issues.
  • Inter Ministerial Coordination Committee and Core Working Team
  • Matters relating to follow-up and implementation issues relating to AMC/CFT Regularly Framework Assessment Committee (ARFAC)
  • Matters relating to Financial inclusion Project

FSDC SECRETARIAT

The Secretariat aids and supports the Financial Stability and Development Council (FSDC) chaired by Finance Minister in dealing with issues included in the mandate of the Council, namely:

  • Financial Stability
  • Financial Sector Development
  • Inter-regulatory Coordination
  • Financial Literacy
  • Financial Inclusion
  • Macro prudential supervision of the economy including the functioning of large financial conglomerates
  • Any other matter relating to the financial sector stability and development referred by a Member/Chairperson and considered prudent by the Council/Chairperson.

The Council has a Sub-committee chaired by the Governor, RBI. The FSDC Secretariat also assists in issues relating to the said Sub-Committee.

Other specific tasks that may be assigned from time to time.
