Introduction
Budget Division is responsible for preparation of and submission to Parliament, Annual Budget as well as Supplementary and Excess Demands for Grants of the Central Government and of States and UTs under President’s Rule.
Mandate
Apart from preparation of Union Budget, Supplementary Demands and excess Demands for Grants, the Division also handles Guarantees given by Government of India. Work relating to administration of Contingency Fund of India is also handled by Budget Division.
Budget Division is also responsible for administration of “Fiscal Responsibility and Budget Management Act, 2003” which was brought into force w.e.f. 5th July, 2004. Statements of Fiscal Policy, half yearly Reviews including Mid-term Review and disclosure statements are presented in the Parliament in accordance with the requirements of the FRBM Act.
The Division also deals with issues relating to Public Debt and Market Loans of the Central Government. Budget Division plays an important role in public debt management through planning borrowing of GoI, formulating debt management strategy, cash monitoring and management, increased interaction with market participants etc. The PDMC also publishes quarterly report on Public Debt and is also responsible for uploading the public debt related data on National Summary Data Page following Special Data Dissemination Standard (SDDS) of International Monetary Fund (IMF).
Constitution of Finance Commission and release of States’ share of Central Taxes and duties to State Governments as per approved recommendations of the Finance Commission is also handled by Budget Division.
Laying of CAG’s Audit Reports pertaining to the Union Government in the Parliament is also the responsibility of Budget Division.
The Division also handles the issues pertaining to administration of National Savings Institute (NSI) and Small Savings Schemes. The work relating to preparation of new scheme, amendment in existing scheme, discontinuation/rationalisation of small savings scheme are being handled in Budget Division.
