Infrastructure Support and Development Division (ISD Division)

Introduction

Infrastructure Support and Development Division, a part of Infrastructure Finance Secretariat in DEA, deals with initiatives for promotion of investment in infrastructure development in the country, creation of an enabling environment for private sector investment in infrastructure through Public Private Partnerships (PPPs), matters relating to BRICS PPP Taskforce, administration of the Viability Gap Funding (VGF) and India Infrastructure Project Development Fund (IIPDF) Schemes of Government of India, matters related to National Infrastructure Pipeline (NIP), National Monetisation Pipeline (NMP), and policy issues pertaining to energy sector etc.

The Division is headed by a Joint Secretary. The Division has the following Units: Private Investment Unit, Energy Unit and NIP Facilitation Unit.Each Unit is headed by a Director/Deputy Secretary/Joint Director and assisted by an Under Secretary/ Deputy Director.

Unit wise allocation of work

Private Investment Unit (PIU)

PPP program development and support:
- VGF Scheme:Administration of the flagship Viability Gap Funding (VGF) Scheme of Government of India for promoting PPPs by providing CAPEX and OPEX supports to PPP projects;
- Secretariat of the Public Private Partnership Appraisal Committee (PPPAC)and the VGF Empowered Committee – the Apex bodies for appraisal of central sector PPP Projects and central/state VGF Projects. It also provides inputs to PPPAC and VGF EC for appraisal of PPP and VGF projects
- IIPDF:Administration of the India Infrastructure Project Development Fund (IIPDF) Scheme for providing financial support for on-boarding quality advisory services for better structuring of bankable and biddable PPP projects
PPP Policy matters: At the Central Level, PIU is the nodal unit of Government of India for all PPP related matters. PIU is continuously working on various policy related interventions to promote PPPs in India.
Handholding/Support to PSAs and government entities: PIU provides cross sectoral knowledge and experience sharing support to the line ministries, States/UTs, PSAs, etc., in understanding and successfully executing PPP projects.
International interface on PPPs - PIU is the international interface of DEA for PPP related matters, policy and programmes including Technical Assistance and programmes from bilateral/multilateral agencies on mainstreaming PPPs.
Knowledge hub – PIU also works as a knowledge hub on matters relating to management of PPP related information, including www.pppinindia.gov.in

Energy Sector policies and proposals
Investments in Climate NDCs, RE 2030 Goal, and de-carbonization of economy
External territorial charge: Gulf countries i.e., Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, UAE, Iraq.
Matters relating to OPEC Fund for International Development (OFID).
Matters related to energy sector ministries/departments viz. Petroleum and Natural Gas, Coal, Power, Atomic Energy, New & Renewable Energy, Mines and Space and appraisal and comments on DCNs/ CCEA/CoS/ECS/EFC/SFC/PIB/DIB/CEE Memo received from the line Ministries.
Analysing various concept notes, project proposals, sector reports received from the line Ministries.
Maintain liaison with various sovereign wealth funds from Gulf countries and ensure continuous assistance to them on their ease of doing investments in our country.
Appraisal of various infrastructure project proposals in terms of compliance with relevant regulations, financial viability and appropriateness of funding requests.
